For instance, a city or county might propose a cost-sharing arrangement to broadband providers, where the municipality contributes a predetermined portion of the costs to expand broadband in underserved or unserved regions. A community anchor tenant, such as a school system, community college, hospital, or public safety system, could provide a reliable starting point for the network and a hub for residents seeking wireless broadband access before the network is established or expanded.

 Furthermore, towns, cities, or counties can lease rights of way at no or reduced cost for broadband infrastructure installation. Additionally, municipalities can offer their vertical assets – such as tall buildings and water towers – to broadband providers at no or reduced fees for installing fixed wireless internet equipment. Municipalities can implement various policies to encourage the formation of public-private partnerships and expand broadband access.
